Principal Highways Development Coordinator

We are working with a local authority who are looking for a Principal Highways Development Coordinator who can work with confidence across highways development issues such as highway design, active travel, section 278, 38 and 184 and support to the Highway Legal agreements Team.

Location: Southwest based Local Authority 

Set-up: Hybrid – attendance weekly for site visits, officer meetings, planning Committee meetings and appeals

Rate: £51 - £59 per hour, inside IR35

Duration: Initially signed off until end of May 2025

Hours: Full-time position

Responsibilities include:

• To act as the lead supporting officer to the Highway Legal Agreements Team Leader and Deputise as required
• Comprehensively manage 3rd party developer’s applications and legal agreements under Section 184, 278 and 38 of the Highway Act 1980, ensure that proposals are to an acceptable standard for technical approval and future adoption
• Provide professional advice and guidance to planning officers, developers, agents and internal consultees on Transport Development design, construction works and associated legal agreements
• Act as leading officer on the issuance of Advanced Payment Code (APC) notices under Section 220 of the Highways Act 1980

Requirements:

• Substantial experience in a public or private organisation dealing with Highways development management issues and legislation
• Experience of S278, 38, 106 Agreements and HDM experience required
• Experience of external liaison with specialist engineering consultants e.g. Street lighting, traffic signals, structures etc
• Sound understanding of highway engineering and design standards, and to translate and communicate these to stakeholders
