Interim SEND Strategic Commissioner
Location: East London, hybrid working
Length: 6-12 Months
An exciting position has arisen for a SEND Strategic Commissioner role for a London local authority. The role will involve developing a SEND commissioning strategy focusing on the non-maintained and independent sector (NMIS), where it will provide an analysis of current use, quality and cost of provision and placements.
Key Responsibilities of the Interim SEND Strategic Commissioner:
- Undertake a market analysis of the national, regional and local markets of NMIS provision
- Drive the commissioning cycle which will be evidence based, proactive and co-produced with colleagues, parents, carers and children and young people
- Develop plans to implement an evidence-based commissioning strategy
- Work with colleagues to deliver the three key work streams of the DBV programme to avoid cost and rebalance spend across the dedicated school grant – high needs block
- Work closely with colleagues across the council and the SEND local area partnership to effect change in commissioning practice and improve outcomes for C&YP
- Lead on SEND commissioning of the NMIS, working with colleagues to improve the outcomes for C&YP
- Streamline and improve performance, ensuring that strategy and plans develop
- Meet targets and objectives set by the council and the SEND Local Partnership
- Provide regular reports as requested, presenting any findings, updates and recommendations for change and service improvement
Skills, experience and knowledge required of the Interim SEND Strategic Commissioner:
- Experience and knowledge of strategic development, commissioning and change
- Knowledge and prior experience in commissioning with a SEND focus
- Previous in leading and managing successful programmes in a local authority and local area partnerships
