We are currently working with a Local Authority who are looking for a Senior Accountant to support the Financial Services Manager in the deliver of the Council’s Capital Programme
Senior Accountant
Start: ASAP
Rate: Negotiable (Inside IR35)
Duration: 8 Month initially with likely extensions
Hybrid Working Arrangement: Hertfordshire
Responsibilities:
- Lead on the production of the year-end financial statements in accordance with applicable accounting standards and within the statutory deadlines
- Assisting the Financial Services Manager with the on-going monitoring and management of internal and external audit recommendations, ensuring timely completion and management reporting
- Researching and maintaining up to date technical accounting knowledge (i.e. IFRS, Audit & Accounting regs), and to provide relevant guidance / updates to management and members as required
- To support the Financial Services Manager with any major system upgrades
- To monitor systems contracts in liaison with the procurement manager and with Information Digital Services (IDS) and also the procurement and keep the Financial Services Manager abreast of any contractual changes and potential impact on costs
- To be responsible for the ongoing management and maintenance of financial management systems, including financial ledgers, asset management system and financial management reporting systems.
- Day to day management of the two direct reports
- To be responsible for the asset register and all aspects of the Council’s Capital Programme including budget setting, monthly monitoring and year-end accounting in accordance with relevant accounting standards and accounting codes of practice
Requirements:
- Qualified Accountant (CCAB Qualified or equivalent)
- In depth experience of all aspects of Local Authority Finance
- Working knowledge of International Financial Reporting Standards (IFRS) and The Code of Practice on Local Authority Accounting in the UK (The Code)
- Sound knowledge of financial systems, legislation, strategy and management within an organisation.
